The Ministry of Road Transport and Highways (MoRTH) has made it compulsory for all the vehicles sold before 1 April 2019 to have the High-Security Registration Plates. The vehicle must also have colour-coded stickers to clearly distinguish between the kind of fuel that the vehicle uses. For example, Petrol, Diesel, CNG or Electric. The concerned authorities have started this drive to raise awareness about this change. Also, if people are found violating this, the police can challan you up to Rs 10,000 under the amended Motor Vehicles Act. At the moment it is compounded to Rs 5,500. How can you avoid the challans? What is HSRP? What are its uses?
HSRP is an aluminium number plate issued by the Government to the vehicles. There is a 10-digit Permanent Identification Number (PIN) located at the bottom left corner of every number plate. The plate consists of a hot-stamped chromium-based 20 mm X 20 mm hologram of Ashoka Chakra in blue colour on the top left corner. The letters ‘INDIA’ is also inscribed at a 45-degree angle. These plates are fitted at the front and rear of the vehicle. Thereafter, the vehicle is electronically linked with this number plate.
These number plates are useful in many different ways. The data/record of the vehicles in India is still maintained manually. This is extremely tiresome and primitive, as one would imagine. There are problems with keeping the files and manual errors can make things very frustrating. If one needs to get information about any particular vehicle from 20 years ago, the struggle that one will go through is immense. But these number plates come with a non-removable snap-on lock which is difficult to change. It will be possible to track these vehicles and increases the security of the vehicle.
Using the details regarding the registration number, date, chassis number and engine number, it becomes a whole lot easier to track and identify the vehicle even during accidents.
How to get HSRP and colour coded stickers?
HSRP can be ordered online on the website https://www.bookmyhsrp.com/. There is a simple step-wise process to guide you through. You will have to select the type of vehicle, car maker, fuel type and enter the details like registration number, date, chassis number, engine number, etc. Once you give these details you will be directed to the payment page. It will cost you around Rs 400 for two-wheelers and around Rs 1,100 for four-wheelers. The stickers will cost you Rs 100.

It will be delivered to the address that you provide. If you already have the HSRP and you need only the colour coded stickers, there is an option on the website to just select that.
How to avoid challans for HSRP and colour coded stickers?
The Delhi Transport Department issued 239 challans for HSRP and colour coded stickers violation on Tuesday (15th Dec 2020) alone. The way to avoid challans till you get your HSRP and colour coded stickers is to have the receipt of the booking with you. It will take some time to deliver the number-plates and stickers. If you just produce confirmation that you have already booked the HSRP and stickers, you can get away with it without paying the fine.
